The Unione Bassa Romagna was born of an agreement stipulated among nine towns in the province of Ravenna: Alfonsine, Bagnacavallo, Bagnara di Romagna, Conselice, Cotignola, Fusignano, Lugo, Massa Lombarda and Sant’Agata sul Santerno.o.

It was founded for the purpose of optimising the coordination of internal communications as well as the communications and relations with citizens.
Therefore, it was deemed opportune to proceed with the institution of a widespread network of all the URP services for the purpose of optimising the coordination of Municipal and European Union resources specifically dedicated to front-office activities and first-hand relations with citizens, thereby implementing the diffusion of efficient working practices and methodologies, which are both standardised and innovative, with the advantage of increasing the efficiency of the entire system.
The objective of the Public Relations Offices Network (URP) of North-western Romagna is to create a real community between the municipal employees assigned to the URP who deal in communications and relations capable of exchanging information and best practices.
This is for the purpose of developing standard working methods and sharing innovative operational techniques for communications and relations with citizens.
This need arose from the progressive bundling of back-office service activities assigned to the Union, which has a direct impact on the activities of the municipal URPs, thereby generating the need to optimise the organisation of resources dedicated to the front-office activities and citizen relations.
OBJECTIVES
There are multiple strategic objectives of the URPs, and they can be summarised as follows:
• Harmonize the process of user relations;
• Develop synergies and sharing of projects finalised at improving services for citizens;
• Consolidate a reciprocal commitment aimed at organisational and technological innovation, with a view to facilitating the sharing of services and skills in a network as a base for shared planning and use.
